The Ehsaas Undergraduate Scholarship, administered through the HEC, is the largest need-based undergraduate scholarship in Pakistan's history. It covers full tuition plus a living stipend for thousands of students every year — and it's open across the whole country.

What it covers

  • 100% tuition fee at participating public-sector universities
  • A monthly living stipend to help with day-to-day costs

Who can apply

  • Students enrolled in a 4–5 year undergraduate program at a participating public university
  • From a low-income household (a defined monthly family income threshold applies)
  • Not already receiving a full scholarship from another source

It is genuinely need-based — selection prioritises financial need, verified through a means test, alongside basic academic eligibility. Income limits and participating universities are set each cycle, so confirm the current list officially.

How to apply

  1. Confirm your university is on the participating list for the year.
  2. Apply through the official HEC Ehsaas portal during the open window.
  3. Provide income evidence, CNIC/B-Form, admission/enrolment proof and academic documents.
  4. Your campus scholarship office verifies and forwards eligible applications.
